2/3 Yea-And-Nay
U.S. House, House Rules, 119th Congress
A recorded vote on a question that needed two-thirds of those voting to pass, not a simple majority — most often a motion to suspend the rules.
Some questions need two-thirds: passing a bill under suspension of the rules (House Rule XV, clause 1) and overriding a veto (U.S. Constitution, Article I, Section 7), among others. Each member's vote is recorded by name.
So a measure can win a majority and still fail: below two-thirds, it loses.
