On Motion to Suspend the Rules

U.S. House, House Rules, 119th Congress

A fast-track vote: the House sets aside its usual procedure and acts on the bill directly. It needs two-thirds of those voting, not a simple majority.

A Yea meant:
Pass (or agree to) the measure under suspension of the rules.
A Nay meant:
Do not — a Nay vote of more than one-third defeats it.

A motion to suspend the rules and pass a measure needs two-thirds of the Members voting, a quorum being present (House Rule XV, clause 1(a)). Debate is limited to 40 minutes, half for and half against (clause 1(c)).

The Speaker may entertain these motions only on Mondays, Tuesdays and Wednesdays (clause 1(a)).
