On Motion to Recommit

U.S. House, House Rules, 119th Congress

A vote, just before passage, on sending the bill back to committee instead of passing it now. It is offered by an opponent of the bill.

A Yea meant:
Send the bill back to committee.
A Nay meant:
Keep it in front of the House for the vote on passage.

Once the previous question is ordered on passing a measure, a Member may move to recommit it to a committee, and the Speaker gives preference to a Member who opposes the measure (House Rule XIX, clause 2(a)).

Under the current rules the motion is made “without instructions” (clause 2(a)): it sends the bill back without proposing any change to it. It is not debated, because the previous question is considered ordered on it (clause 2(b)).
