On Motion to Discharge

U.S. House, House Rules, 119th Congress

A vote to take a bill away from a committee that has not acted on it and bring it to the floor. It reaches a vote only after a majority of the whole House has signed a petition.

A Yea meant:
Discharge the committee and bring the measure to the House.
A Nay meant:
Leave it with the committee.

A Member may file a motion to discharge a committee from a public bill or resolution referred to it for 30 legislative days, or the Rules Committee from a special rule referred to it for seven (House Rule XV, clause 2(a)).

The motion is entered once a majority of the total membership of the House has signed it, and the signers' names are made public (clause 2(b)). It can then be called up for a vote.
