On Agreeing to the Resolution

U.S. House, House Rules, 119th Congress

A vote to adopt a House resolution. Many are “special rules” — titled “Providing for consideration of…” — and adopting one sets the terms for debating a bill; it does not pass that bill.

A Yea meant:
Adopt the resolution.
A Nay meant:
Reject it.

A special rule is a resolution reported by the Rules Committee that sets how long a bill will be debated and which amendments, if any, may be offered (CRS R48316). The vote on the bill itself comes later, as a separate roll call.

The vote just before this one is often “On Ordering the Previous Question”, which ends debate on the rule.
