Rule 3-9(a) / Re-referred to Assignments

Illinois Senate, Senate Rules, 104th General Assembly

The bill was not reported out of committee by the Senate's deadline, so it was automatically sent back to the Committee on Assignments. Most bills that reach this point go no further.

A bill that a standing committee has not reported to the Senate by the deadline set under Senate Rule 2-10 is automatically re-referred to the Committee on Assignments (Senate Rule 3-9(a)), unless the deadline was suspended or the Committee on Assignments issued a written exception for that bill beforehand. The same applies to motions and conference committee reports when the Senate President sets deadlines for them.

The Committee on Assignments has six members — four appointed by the Senate President and two by the Minority Leader (Senate Rule 3-5). Every bill passes through it (Rule 3-8), and it decides where a bill it holds goes next.

When the line names an amendment, it is that amendment that was re-referred.

It is not always the end: some bills sent back this way move again, and some become law.
