Amendment … Rule 19(c) / Re-referred to Rules Committee

When a bill or resolution is re-referred to the Rules Committee under Rule 19 — for a missed deadline, or after 31 days without a session — every amendment and motion still pending on it is referred there too (House Rule 19(c)).

So the amendment named here was not voted down; it was never acted on before the bill itself was re-referred. If the deadline is changed or an exception made for the bill, the same applies to its pending amendments.
