Rule 19(b) / Re-referred to Rules Committee
Illinois House, House Rules, 104th General Assembly
The House had not met for 31 days in a row, so every bill still pending was automatically sent back to the Rules Committee. It says nothing about this bill in particular.
On the 31st consecutive day that the House has not convened, every bill and resolution still pending before the House or its committees is automatically re-referred to the Rules Committee (House Rule 19(b)). It happens to all of them at once, typically during the long break between spring session and the fall veto session.
There are exceptions: a bill with a later deadline set by the Speaker, a bill the Rules Committee exempted in writing beforehand by a majority vote, and a bill already passed but still subject to further action.
A bill re-referred this way can be sent back out by the Rules Committee like any other (Rule 18).
