Approved for Consideration (Rules Committee)

Bills and amendments held by the Rules Committee can reach the floor only through it: a floor amendment the Rules Committee has not sent to the House is out of order (House Rule 18(e)), and the Committee may advance a bill it holds to the House by a majority of its members (House Rule 15(d)).

The three numbers are the committee's tally: yes, no, present. The committee has five members — three appointed by the Speaker and two by the Minority Leader (Rule 15(a)).
