First Reading

Illinois House and Senate, Illinois Constitution; House and Senate Rules, 104th General Assembly

The bill was formally read, by title, for the first of the three times the Constitution requires in each chamber. Routine: it then goes to the Rules Committee (House) or Assignments (Senate).

A bill must be read by title on three different days in each chamber before it can pass (Illinois Constitution, Article IV, Section 8(d)). The first reading happens when it is introduced, or when it arrives from the other chamber.

After its first reading a bill is automatically referred to the House Rules Committee (House Rules 37(d) and 18(a)) or the Senate Committee on Assignments (Senate Rule 3-8(a)), which decide where it goes next.
