Effective Date
Illinois House and Senate, Illinois Constitution; 5 ILCS 75
The day the new law starts to apply. Unless a bill says otherwise, one passed before June 1 takes effect on January 1 of the next year.
Under the Effective Date of Laws Act, a bill passed before June 1 that names no date takes effect on January 1 of the following year, or when it becomes law if that is later; one that names a date takes effect then, but never before it becomes law (Section 1).
A bill passed after May 31 takes effect on June 1 of the next year unless it names a later date, or names an earlier one and was passed by three-fifths of the members elected to each chamber (Illinois Constitution, Article IV, Section 10; Effective Date of Laws Act, Section 2).
