Concurrence
Illinois House and Senate, House and Senate Rules, 104th General Assembly
A vote on accepting changes the other chamber made to this chamber's bill. If both chambers agree on the same text, the bill has passed the General Assembly.
- A Yea meant:
- Accept the other chamber's amendment(s).
- A Nay meant:
- Refuse them; the sponsor can then ask the other chamber to drop them, and the two chambers may go to a conference committee.
A bill that passes one chamber and is amended by the other comes back to its original chamber, where the sponsor moves to concur — accept the changes — or not to concur and ask the other chamber to recede (House Rule 72(a); Senate Rule 8-1(a)).
In the House, concurrence takes a record vote and a majority of those elected (House Rule 72(a)). When the line names an amendment number, the vote was on that amendment.
If one chamber refuses to concur and the other refuses to recede, the bill can go to a conference committee of members from both.
