Adopted Both Houses

Illinois House and Senate, Illinois Constitution; House Rules, 104th General Assembly

Both chambers adopted this joint resolution. It is not a law and does not go to the Governor; a proposed amendment to the Illinois Constitution adopted this way goes to the voters instead.

The General Assembly makes laws only by bill (Illinois Constitution, Article IV, Section 8(b)). A joint resolution expresses the position of both chambers or acts on their shared business.

A joint resolution proposing to amend the Illinois Constitution must be read in full on three different days in each chamber and approved by three-fifths of the members elected to each — 71 in the House (House Rule 46) — and is then put to the voters at the next general election at least six months later (Article XIV, Section 2(a)). It takes effect if three-fifths of those voting on it, or a majority of those voting in the election, approve it (Section 2(b)).
